Abstract

Saudi Arabia’s Role and Challenges in the Global Arena: An Updated Analysis

In a world grappling with conflicts and misunderstandings, the role of nations like Saudi Arabia becomes increasingly pivotal in shaping global narratives and policies. His Royal Highness Prince Turki bin Faisal Al Saud, a renowned Saudi diplomat and former intelligence chief, recently addressed the International Peace Institute (IPI), shedding light on Saudi Arabia’s perspectives on various critical issues. These include the kingdom’s involvement in the United Nations, its complex relationship with Iran, the tragic death of Jamal Khashoggi, and Saudi Arabia’s stance on terrorism and extremism.

Saudi Arabia’s Constructive Role in the United Nations

Since joining the United Nations in 1945, Saudi Arabia has been an active participant, making significant financial and diplomatic contributions. This engagement is deeply rooted in the kingdom’s history. Prince Turki’s father, King Faisal, played a pivotal role in Saudi Arabia’s initial interactions with the UN. Over the years, the kingdom has demonstrated a constructive role in the Middle East through initiatives like the Arab Peace Initiative and the Fahd Peace Plan, aimed at resolving conflicts and recognizing Israel’s existence. Saudi Arabia’s involvement extends to efforts in Syria and Yemen, where it has supported UN resolutions and participated in peace talks.

Saudi Arabia’s Perspective on Iran: A Relationship Fraught with Challenges

Saudi Arabia’s view of Iran is marked by concerns over Iran’s revolutionary ideology, its extraterritorial ambitions, and its interference in regional affairs. The kingdom is wary of Iran’s support for groups like Hezbollah in Lebanon and its involvement in Iraq. Despite attempts to improve relations, tensions have often escalated due to Iran’s growing influence in the region. U.S. Secretary of Defense Mattis and Secretary of State Pompeo recently praised U.N. envoy to Yemen Martin Griffiths and called for engagement between the Saudi-led coalition and Houthis within 30 days. Fighting has intensified since the announcement, possibly due to both sides trying to gain territory before negotiations. Prince Turki expressed hope for a peaceful government formation in Iraq, amidst concerns about Iran’s role.

Prince Turki bin Faisal Al Saud addressed accusations that Saudi Arabia supports so-called Wahhabi madrasas and extremist groups. He denies these allegations, stating that it would be foolish for Saudi Arabia to support those who seek to undermine the country. Prince Turki requested a list of these alleged madrasas and schools from a former U.S. senator but was told it was classified information. Prince Turki highlights Iran’s active recruitment of extremist groups like Hezbollah in various regions. He cites the Khobar Tower explosion in 1996 and an assassination attempt against the emir of Kuwait as examples of Iran’s support for extremist activities. Prince Turki emphasizes that Saudi Arabia does not support or recruit extremist groups like Iran does. He expresses his willingness to receive a list of alleged madrasas in Pakistan that Saudi Arabia is supposedly supporting and promises to take action if such evidence is provided.

Saudi Arabia’s Efforts to Combat Extremism

Saudi Arabia recognized the problem of extremism among some young people and took action to address it. They reviewed all mosque-preaching practices to ensure no extremist ideology is broadcast from the religious pulpit. Several mosque preachers were fired or put in rehabilitation to review their philosophy and ideology. Saudi Arabia has been transforming the school curricula over the years to remove extremist content. In response to reports of objectionable terminology in textbooks used in a Saudi-supported school in Virginia, the education office reviewed and removed paragraphs and sentences that could promote extremism. The kingdom has revamped scholastic syllabuses and textbooks to eliminate extremist content.

Saudi Arabia promotes anti-extremist philosophy and ideology through television, radio, and other media outlets. Crown Prince Mohammed has made it clear that the kingdom will not accept extremist ideology and will fight it both domestically and internationally. Saudi Arabia and President Trump inaugurated the Center to Counter Extremist Ideology and Philosophy during President Trump’s visit to the kingdom. Saudi Arabia funded and played a key role in establishing the Counterterrorism Center at the United Nations, which aims to share intelligence, know-how, and financial burden in the fight against terrorism.

Seeking Truth Amidst Speculation Surrounding the Khashoggi Incident

The death of Jamal Khashoggi at the Saudi consulate in Istanbul garnered global attention and speculation, particularly regarding the potential involvement of Crown Prince Mohammed bin Salman. Prince Turki emphasized the kingdom’s commitment to uncovering the truth, while also pointing out the often critical portrayal of Saudi Arabia by the media. He drew parallels with historical events like the 1973 oil embargo, highlighting the need for a balanced approach in reporting.

Media Relations and the Quest for Transparent Communication

Acknowledging Saudi Arabia’s challenges in media communication, Prince Turki stressed the importance of seeking truth and avoiding speculation. He noted that accusations against Saudi officials, including the Crown Prince, are often made without substantial evidence. The kingdom recognizes the need for improved media management and is committed to promoting transparency. Prince Turki acknowledges that Saudi Arabia has faced vilification from U.S. and European media sources, often painting the kingdom in a negative light. He provides an example of a U.S. article suggesting a potential invasion of Saudi Arabia to break an embargo.

Saudi Arabia’s Role in Yemen and the Khashoggi Investigation

In the context of the Yemen conflict, Saudi Arabia asserts its support for the UN’s efforts and denies being the aggressor, placing accountability on the Houthis. Regarding the Khashoggi case, Prince Turki rejected calls for an international investigation, citing the kingdom’s capable legal system and the precedent of countries like the US handling their internal matters independently. Saudi Arabia has pledged to cooperate with the U.N. efforts, but it emphasizes that the conflict is a response to a military takeover by the Houthis and to aid the legitimate government recognized by the U.N. Prince Turki criticized media outlets for referring to it as the “Saudi war,” stating that it is the Houthis’ war and that Saudi Arabia is responding to a military takeover.

Prince Turki believes there was no cover-up attempt in the Khashoggi case. Initial reporting to authorities was misleading, and perpetrators aimed to hide their actions and justify their narrative. The final report is expected to provide clarity and address speculation.

A Consistent Stance on Palestine and Countering Extremism

Saudi Arabia’s unwavering support for Palestine, advocating for Israel’s withdrawal from occupied territories and recognizing the significance of Jerusalem to Muslims, remains a cornerstone of its foreign policy. Concurrently, the kingdom actively promotes religious tolerance and understanding, both within Islam and through interfaith dialogues.

Responding to Accusations of Supporting Extremism and Domestic Reforms

Prince Turki strongly denied accusations that Saudi Arabia supports Wahhabi madrasas, contrasting this with Iran’s activities, including its support for Hezbollah. Domestically, Saudi Arabia’s reforms under Crown Prince Mohammed bin Salman, including granting women the right to drive, continue despite criticisms and challenges.

Confronting Terrorism and Extremism

Prince Turki emphasized that Saudi Arabia does not support international terrorism and has taken significant steps to counter extremist ideologies. This includes revising mosque preaching practices, transforming educational curricula, and establishing centers to counter extremist ideology. Saudi Arabia has initiated efforts through the Organization of Islamic Cooperation to unite Muslims and address sectarian divisions. The King Faisal Center promotes unity based on shared beliefs in God, Muhammad as the prophet, the Holy Quran, and veneration of the descendants of Prophet Muhammad. The late King Abdullah’s efforts to bring Muslim leaders together and encourage engagement with non-Muslim religions are highlighted.

In conclusion, Saudi Arabia’s multifaceted role in the global arena is marked by efforts to balance its traditional values with the demands of modern geopolitics. The kingdom’s stance on various issues reflects its complex position as a key player in the Middle East and the wider world, navigating challenges and striving for stability and peace.
