Abstract

Navigating the Crossroads of Crisis: Saudi Arabia’s Diplomatic Strategy in the Middle East

In the dynamic geopolitical landscape of the Middle East, Saudi Arabia stands as a key player, adeptly managing regional crises and global challenges. A joint lecture by Prince Turki bin Faisal Al Saud, a seasoned diplomat and former Saudi intelligence chief, shed light on the Kingdom’s foreign policy strategies. Addressing various issues such as the Syrian crisis, Yemen’s instability, terrorism threats, and the Palestinian situation, Prince Turki’s expertise highlights Saudi Arabia’s dedication to regional security and stability, showcasing its diplomatic prowess in uncertain times.

Introduction: The Diplomatic Stature of Prince Turki bin Faisal Al Saud

Nadia Malek introduced Prince Turki, underscoring his pivotal role in strengthening ties between the West and Saudi Arabia. As the son of the late King Faisal and brother of Saud al-Faisal, the longest-serving foreign minister, Prince Turki brings a deep understanding of regional intricacies. Malek’s welcoming address laid out the lecture’s rules, emphasizing it was on record and would conclude at 2:00 PM.

Middle East Uncertainties and Saudi Arabia’s Response

Prince Turki addressed the Middle East’s challenges, including crises and existential threats, and emphasized Saudi Arabia’s advocacy for regional stability. The Kingdom’s foreign policy, based on principles like citizen-derived legitimacy and adherence to international law, aims to maintain order amidst chaos. A significant concern is Iran’s nuclear ambitions and regional interference, including the occupation of UAE islands and sectarian politics, which Saudi views as destabilizing.

Saudi Arabia’s vested interest in Yemen’s stability stems from geographic, historical, and strategic factors. The Kingdom has invested over $60 billion in Yemen’s development over the last five decades, aiding infrastructure and hosting millions of Yemenis whose remittances support Yemeni society. In 2011, facing a potential collapse, Saudi Arabia proposed an initiative leading to President Saleh’s abdication and a new political order. However, the Houthis’ takeover of the Yemeni state, marked by enmity towards Saudi Arabia, forced Saudi intervention. Supporting Yemen’s legitimate government is a core Saudi objective to ensure regional peace and security. Despite promoting peaceful solutions and adhering to UN resolutions, the Houthis’ aggressive actions, like the missile attack on Mecca, demonstrate their reluctance towards peace.

Fahish: Combating Transnational Terrorism

Prince Turki condemned fahish (terrorism), reflecting Saudi Arabia’s strong opposition to transnational threats. Having countered al-Qaeda, the Kingdom remains committed to fighting terrorism and preserving nation-states. The rise of fahish as a global threat, its ideology, and Saudi’s determination to defeat it were highlighted. Prince Turki also stressed the need to resolve the Palestinian-Israeli conflict for a peaceful region, blaming Israel and its supporters for the impasse.

The Palestinian Issue: An Unresolved Equation

The Palestinian-Israeli conflict remains unresolved, with Prince Turki blaming Israel and its supporters for failing to achieve a just solution. He equates Israel’s actions to Iran’s regional ambitions, criticizing their colonization and persecution of Palestinians.

JASTA: A Threat to International Relations

The Justice Against Sponsors of Terrorism Act (JASTA) poses a significant risk to sovereign immunity and international relations. Saudi Arabia, along with the European Union, Arab League, and other global entities, opposes JASTA due to its potential to destabilize global relations and harm U.S. interests and alliances.

A Plea for Global Leadership and Diplomacy

Prince Turki appealed to President-elect Donald Trump to proactively engage with Middle Eastern leaders, emphasizing the importance of understanding regional dynamics firsthand through face-to-face encounters.

Saudi Arabia’s Progressive Energy and Economic Strategies

Saudi Arabia is actively diversifying its energy sources, investing in solar, wind, and nuclear power, in line with Vision 2030 led by the Crown Prince. This vision includes developing mineral resources, expanding the railway system, and diversifying the economy. The Kingdom welcomes Jewish tourists, promoting interfaith dialogue and understanding, showcasing its openness and commitment to inclusivity.

Upholding Stability and Diplomacy Amidst Challenges

At a crucial juncture, Saudi Arabia continues to navigate regional crises with a strategy focused on stability, security, and cooperation. From managing the Syrian and Yemen conflicts to countering terrorism and advocating for energy diversification, Saudi Arabia’s role as a key player in the Middle East is underscored. Prince Turki’s insights highlight the importance of robust diplomacy, strategic alliances, and a commitment to peace and development.

The King Faisal International Prize, awarded to various scholars including Jewish recipients, reflects Saudi Arabia’s recognition of excellence irrespective of religion. The award ceremony in Riyadh, presided over by the Saudi King, is a testament to the country’s high regard for diverse contributions.

Saudi Arabia’s openness to different faiths, including Jewish, Christian, and Hindu visitors, for various purposes, demonstrates its commitment to inclusivity. Collaborations with Russia on stabilizing oil prices and a willingness to cooperate with any nation, including Russia and Iran, to fight Daesh, signify Saudi Arabia’s pragmatic approach in international affairs. The Kingdom’s resolve to address both Daesh and the terror inflicted by Bashar al-Assad in Syria, despite the complexity of aligning with Russia’s support for Assad, showcases its determination to address regional conflicts.
